They tell you to do something illegal. A certified credit counselor will never tell you to try and create a new identity to get away from your old debt. Companies that advise people to get new Social Security or Employer Identification Numbers (EINs) are scams! Credit counselors won’t even advise that you run or hide from creditors or collectors; they help you find ways to face your challenges directly.
Make sure the company requires complete information from current statements before giving you a quote. The debt counselor will need you to provide all your current credit card and loan statements before they can tell you how much your monthly payments will be or how long it will take to complete the program. Beware of anyone who gives you a quote without thoroughly researching the following first:

I am literally financially devastated. I have paid them thousands of dollars 90% of it went to them. If you’re not sure where to start, track your spending for at least a day to see if you’re getting enough value from the things you buy. Just write it down as you spend and see how you feel. Guy who signed me up was professional BUT dealing with the company afterwards was a complete run-around. Transferred 5 times and not given an honest answer. Had to call back and confirm my exit from the program. Then asked personal questions in a resell attempt. Mailing address given to submit cancellation request to is NOT a valid mailing address. Percentage higher than advertised – 23%. Customer service transfers you immediately somewhere else – couldn’t even finish my sentence. Very shady.
Most nonprofit agencies are members of either the National Foundation for Credit Counseling or the Financial Counseling Association of America. Both of these groups have certification requirements to ensure a standard level of education and quality among counselors. They also require accreditation, in which an outside body checks that standards of practice are being met.
As the debt relief company is negotiating with your creditors, you stop paying the bills involved (e.g. monthly credit card bills). Instead, you will be making smaller payments to a separate trust account to pool in your resources. Ultimately you will need to come up to the pre-planned amount that you agreed to with the debt relief expert handling your case.

Chapter 13 is a three- or five-year court-approved repayment plan, based on your income and debts. If you are able to stick with the plan for its full term, the remaining unsecured debt is discharged. It will take longer than a Chapter 7 — but if you are able to keep up with payments (a majority of people are not), you will get to keep your property. A Chapter 13 bankruptcy stays on your credit report for seven years from the filing date.

The process can take years, and many people who start debt management plans ultimately drop out and may have to consider bankruptcy anyway.
Those who enroll make monthly deposits with a credit counseling organization, which then is used to pay the debts according to a predetermined payment schedule developed by the counselor and creditors. Your monthly payment is tailored to what the customer can afford, and you know before agreeing to take part in the program what that monthly amount is. An analysis of household income vs. expenditures determines the monthly payment.
